Kevin Allen wanted to direct the film to prove that he could make a popcorn movie as well as the indie fare he's more associated with.

Original director Harald Zwart quit after disagreeing with the studio over the amount of budget allocated to the film (only $1 million more than the first film). Harald Zwart wanted to use a lot of CGI effects which would have brought the budget up to about $30 million, a figure that MGM (rightly) deemed to be too high.

Goofs
During the scene when Cody tells the music prodigies that they are secret agents, Cody stands Berkhamp on his head. You clearly see that while he is on his head his suit coat is on correctly, but in the next shot when he is falling to the floor, it is on backwards.

When the agents first get on the London Eye, Cody starts to read a newspaper and they are low to the ground. While Cody is still reading the headline, in the very next shot they are high up in the sky.

In the scene where the dog is pouring a drink into a glass when under mind control, it's apparent that the dog had filled the glass to the brim with excess filling over. Then, in the next scene when the dog goes over to play the piano; you will notice that the glass on the table is now empty. Then, in subsequent scenes the glass is full once again.
