Part of the influence for this film can be seen in an early sketch Mike Myers did for Saturday Night Live (1975) in which several of James Bond's nemeses complain about his invulnerability and how much easier it should be to kill him.
Dr. Evil is based on a James Bond villain portrayed by Donald Pleasance, who played Dr. Loomis in Halloween. Austin Powers/Dr. Evil is played by actor Mike Myers, which is also the name of the killer in Halloween.
In the movie commentary Mike Myers admitted they didn't realize that the band that Austin leads during the musical sequence is an American marching band. These are uncommon in England.
After Austin has been unfrozen and is about to meet Vanessa Kensington, he looks at two nurses who help him up. The audio of him saying "Hello, Hellooo." can be heard, but Austin's mouth remains closed.
In the second film, "The Spy Who Shagged Me", it is revealed that Frau Farbissina is Scott Evil's mother, and he was not conceived by IVF, but was conceived naturally before Dr. Evil froze himself. A clue is found to this fact in her saving Scott from Dr Evil's disposal button and the look of maternal affection and wink she shares with him.

What are the differences between the US Version and the International Version?

The first movie, released in 1997, is the only part of the series of which two different cut versions exist. The International Version (IV) is almost five minutes longer. The Version from the States lacks some partially really funny plot scenes, however, some censoring seems to have taken place as well. Nude scenes were replaced with alternative footage and some crude language was softened.
Therefore, the IV is the clearly better version. Viewers from the US have to rely on imported versions e.g. from Britain if they want to see the movie in its original form. A detailed comparison between both versions with pictures can be found here.
