There are numerous references to Germany's "Weimar Republic" culture which existed 1919-1933. The outfit and look of the Penguin are based on the title character from The Cabinet of Dr. Caligari (1920), and much of the scenery and set designs of Batman Returns are inspired by the same movie. A villain is name after Max Schreck, another film star of WR culture. The Schreck character suggests to the Penguin a political tactic akin to the "Reichstag Fire," a terrifying event which created the panic that allowed the Nazi Party to seize power and end Weimar hegemony.

In an attempt to become the mayor of Gotham City, the nefarious Penguin (Danny DeVito), tossed by his parents into the sewers shortly after his birth, teems up with megalomaniac businessman Max Shreck (Christopher Walken) and the slinky, mysterious Catwoman (Michelle Pfeiffer) to plot the downfall of Batman (Michael Keaton)...until Catwoman spurns Penguin's romantic advances and sets out with her own agenda.
