Russell T. Davies (writer) was responsible for the "rebooting" Dr Who on the BBC in 2005. He was, initially, the main writer and was Executive Producer. Also responsible for creating and writing the Dr Who 'spin off' Torchwood and he was the Executive Producer too.
The title was inspired by a scientific study into the male erection which divided the erection into a hardness scale consisting of tofu, peeled banana, banana, and cucumber.
