Series creator John Carpenter wrote a treatment for this film that had a more ghostly psychological approach to the Michael Myers mythos. It concerned the town of Haddonfield and what effect the events of the first two films had on its citizens. This concept was later rejected by the producers in favor of the typical slasher fare, at which point Carpernter bailed out of the film, making this the first in the series to have no participation from him.

On Halloween 1988, 10 years after Michael Myers tried unsuccessfully to murder his younger sister Laurie Strode (Jamie Lee Curtis) and fell into a coma, he awakens, escapes, and returns to Haddonfield intent on killing his seven year old niece, Laurie's daughter Jamie Lloyd (Danielle Harris), who has been adopted by the Carruthers family. When Jamie and her adopted sister Rachel (Ellie Cornell) go trick-or-treating, Michael (George P. Wilbur) stalks them. How could Michael and Dr Loomis survive the fire at the end of 'Halloween 2'?
A
When the screenplay for Halloween 2 was written, they weren't meant to survive. The Michael Myers saga was meant to end with the deaths of Loomis and Michael in that movie, but popularity at the box office brought back the story for another round with Halloween 4 and Halloween 5. In order to bridge the gap, the Ridgemont Federal Sanitarium security guard at the beginning of Halloween 4 tells the ambulance crew, when they come to pick up Michael and transport him to Smith Grove, how Michael and Loomis 'nearly burned to death' after their last encounter 10 years earlier. It's already been established in the first two movies that Michael has a supernatural ability to survive, as when Loomis shot him six times at the end of Halloween, yet he survived. As for Loomis, viewers have suggested that he survived the fire either by being knocked to the other side of the room by the initial explosion or by being on the floor below the flaming gas. He is visibly scarred and limping in this movie, supposedly due to the trauma he suffered in Halloween 2.
