When Earl is driving the LAPD car at the Police Academy; just before he jumps out of the moving car to arrest his training officer, the police car has a working red and blue light-bar. Once Earl handcuffs his Instructor, you can see the car he jumped out of rolling into a set of billboards and gas barrels- and has a bare roof with no light-bar.
