Originally supposed to take place just after Puppet Master III: Toulon's Revenge (1991), with Toulon and his "friends" on a train bound for someplace other than Germany and encountering a variety of Nazis and demonic foes. This script, by Matthew Jason Walsh, was thrown out by Kushner-Locke because it "would offend the German audience".
When the second slave hands the picture of Elsa to the leader slave, he grabs it with his left hand. In the next shot he's holding it with his right, and after that it's back in his left.
Puppetmaster showed that Andre Toulon committed suicide in 1939. This movie is set in 1944. Andre Toulon gives a flashback of the back. However, he is already dead and cannot do this.
