When Periwinkle is re-visiting the past, high up in the air on the snow-flake pedestal, Lord Milori comes and joins her to tell her a tragic story of the past. It is later revealed that he cannot fly anymore, so he couldn't visit her there without aid. No such aid is visible.

Are any of the fairies from the first three movies back for this one?

Yes, most of them put in an appearance -- Rosetta, Iridessa, Silvermist, Fairy Mary, Clank, Bobble, Vidia, Terence, Cheese (the mouse), Fawn, Queen Clarion, the Ministers of Spring, Summer, and Autumn, and, of course, Tinker Bell. What's more, most of the fairies are voiced by the same actors from the previous movies, with the exception of Rosetta, now voiced by Megan Hilty. It also features new fairies Periwinkle, Lord Milori, Sled, and Spike.

What is 'Secret of the Wings' about?
A
Curious as ever, Tinker Bell hitches a ride in a snowflake basket being carried by snowy owls to the fairies in the Winter Woods. There she meets frost fairy Periwinkle, and the two fairies discover that they are twins...both created from the same laugh! Unfortunately, Lord Milori has forbidden winter fairies from entering the warm woods, so Tink creates a snow-making machine that will allow Peri to cross over into the warm forest. When the machine malfunctions and Lord Milori hears about it, he forbids Tinker Bell and Periwinkle from ever seeing each other again.
