George Lucas was dead-set on making this show. The problem is that he is also dead-set on making every episode it's own hour-long star wars movie so to speak. Which presents major budgetary concerns for a cable television show. With cable networks such as HBO, FX, AMC, Showcase, etc. the audiences are more limited than say FOX or NBC, etc. and therefore have smaller budgets. While Lucasarts is likely able to fund the show single-handedly, turning a profit would be next to impossible if Lucas chooses to not compromise special effects. Since George Lucas' retirement, it's likely another executive of Lucasfilm/Disney will have the final word on how the show is produced.

What characters are going to be in the show?

So far C-3PO, Boba Fett, Oola, Bib Fortuna, Thall Joben and General Papanoida have been all confirmed to be in the series and there might be a possibility that Jabba the Hutt will be in this show, because you usually see Jabba the Hutt with Bib Fortuna. The production will focus on minor characters from the Star Wars galaxy, rather than the main characters from the films. Originally, 100 one hour-long episodes were proposed, but at Celebration Europe in July 2007, producer Rick McCallum explained that it may run up to 400 episodes, and "its something that can go on for years and years. One of the ideas is that well have multiple series going on in about two or three years' time."[4] This supports a description given by Lucas as "one show that will split into four shows, focusing on different characters."

Is there a specific release date?

No, and there's been no confirmation that the show will even be made. Disney/Lucasfilm seems to be focusing entirely on the new film trilogy. However, it was announced that ABC was reviewing the possibility of "a Star Wars TV series". But details haven't really gotten farther than that.
