Why does Black Widow's accent change from scene to scene?

She is a spy who manipulates others to being at ease or comfortable with them. With Americans she is merely an agent in SHIELD. To keep those comfortable with her, she will speak in a standard North American accent. Not too many law enforcement agencies will take orders from someone with a heavy Russian accent. However with HYDRA is made up of members across North America, Germany, Russia, etc, she will use her natural accent.
