It's a twist on a classic saying from shakespeare. The line is about destiny, and how people's fate is not written in the stars, and people choose who they are and what they do:"The fault, dear Brutus, lies not in our stars, but in ourselves if we are underlings." from Julius Caesar.In the book's case, they change it round as they do not get to choose their fate, so it was written in the stars.
