Aaron Sorkin and James Toback did a great deal of uncredited work on the script.

Co-writer Jeremy Pikser described the experience of working with Warren Beatty as frustrating. He was paid by the studio a lump sum per each draft produced and Beatty spent months working and reworking a single draft. Tired of being away from his family, Beatty's ego and the lack of pay, Pikser left the L.A. office where he and Beatty were writing the script to return to his family in L.A. The two finished the rest of the process via telephone and fax.

Quotes
Reporter: Senator, do you plan to make rap a regular part of your campaign? Sen. Jay Billington Bulworth: A part of my campaign? Now that just sounds insane!
Sen. Jay Billington Bulworth: All we need is a voluntary, free-spirited, open-ended program of procreative racial deconstruction. Everybody just gotta keep fuckin' everybody 'til they're all the same color.

Sen. Jay Billington Bulworth: I think it'd be a good idea to say "I'm sorry", huh?
