What are the differences between the Theatrical Version and the Director's Cut?
A
A Theatrical Version that runs approx. 3 hours was created in order to show the movie in cinemas. There was a limited run in select cities of the entire 5+ hour miniseries, in a "roadshow"-like edition.On DVD/Blu-ray, the original version, also called Director's Cut, that has a runtime of more than 5 hours was released as well. Why does Carlos freak out when he fires several shots around the car in Budapest?

Carlos was increasingly nervous & paranoid about the Hungarian police watching him all the time. He'd been told by the Communist Bloc that he'd be under their protection & assumed that meant he wouldn't be under surveillance. Coupled with the weapons smuggling he was doing, it pushed his patience and temper to the limit.
