The series was pitched in a single day to ABC, CBS and NBC. Fox was avoided due to the concept's overt similarities to their hit series "The X-Files." Each network received a classified "briefing book" written by Zabel and Friedman, wrapped in plain brown paper, which warned that by opening the package they accepted the high level clearance it implied and the full penalties set by the U-S government for unauthorized disclosure. By the end of the day, two offers had been made, and the series went to NBC.

What happens to Frank Bach at the end of the final episode?
A
In the final episode Bach is seemingly deposed by the controlling board of Majestic and then killed by his successor, a Hive possessed Phil Albano. However Bach knows from what Loneguard has told him and the killing of the captive alien grey that there is a high ranking Hive spy inside Majestic. He is already treating Albano with suspicion, shutting him out of some aspects of Majestic and testing him by insisting he speak to the captive alien grey which is now visibly spooked by his prescence when it had been willing to communicate with him before. Majestic can now profile those people who are succeptible for takeover by the Hive and even anticipate when and where it will occur by monitoring Hive radio broadcasts so Bach would know that Albano is one of them, perhaps even having been able to deduce when he was implanted by backtracking previous Hive communications. Futhermore the member of the Majestic board who appears to decide Bach's fate is Robert Kennedy whom Bach is able to control using blackmail evidence over his affair with Marilyn Monroe plus J. Egar Hoover whom he is able to manipulate via proof of his homosexuality. From their final confrontation after Bach is deposed we see that Bach knows that Albano is the spy before Albano confesses it to him. We see Albano apparently shoot Bach once then pause for a second and fire a further 4 times. It is possible that the whole thing is actually a trap set by Bach to reveal Albano as the traitor and Albano's gun is loaded with blanks, hence why he continues to shoot when he sees that the first bullet has no effect.
