Didn't Hennessy state that she invented Death Race in the first film?

In this film September Jones says she found a new warden for the prison (Hennessy). Jones also says that Hennessy would probably take credit for inventing Death Race if she wasn't around. This was likely a way to create a continuity for the films as Joan Allen either was unavailable or declined to be in the straight-to-video prequel that shows how Death Race was invented.
