After the mission 'Politics', where Johnny is recruited to assassinate someone for Congressman Stubbs, the news reports that the target was shot 'Shortly after his plane landed.' However, the target arrived by helicopter, and can be killed by rocket launcher as he lands.

In the opening cutscene Niko Bellic can be seen walking down a street as Johnny Klebitz and The Lost ride through Alderney City. In Grand Theft Auto IV, Alderney would have been blocked off at this point in the timeline, so there is no way Niko could have been there as he would have been in Broker at this time.

Is Johnny in the original GTA IV?
A
Yes, when playing as Niko you first meet Johnny after they are both entrusted to watch over a heroin deal for Elizabeta and Playboy X. The deal turns out to be an LCPD sting, and Johnny disappears during the ensuing gunfight. He later reappears to assist Niko with a Conflict diamonds deal with Isaac Roth, on behalf of Ray Boccino. The deal is ambushed by members of the Ancelotti crime family, and Johnny escapes with two million dollars in cash.

Does Johnny do drugs?

No. He mentions having a "drug-addled exterior", but likely meant that he did drugs in the past but cleaned up. As he clearly has problems with Billy and Ashley doing drugs and wants Ashley to get clean. Johnny will get drunk when going to a bar with his friends however.In GTA V: Johnny and the Lost MC have moved to Blaine County, just North of Los Santos. It appears Johnny has relapsed and gone back to doing meth while being in love with Ashley.
