In the title sequence, pit boss Nessa Holt (Marsha Thomason) dramatically deals out a Jack of Hearts at a full Blackjack table. However, the chip box is locked on that table, therefore the table is closed and no one would be able to play. Surely the "Ice Queen" and Vegas' greatest pit boss should know that.

Not strictly speaking no. Escort services are tolerated and other prostitutes are allowed to operate outside public areas as long as they are discreet and do not openly solicit or cause a public nuisance. Closely regulated legal brothels are premitted in some counties of Nevada but none within Las Vegas city limits.

Why do people keep referring to 'Whales'?

In Las Vegas speak a 'whale' is a wealthy gambler. It is Sam's job to reel such people in and make sure that they spend their time gambling rather than being distracted by Las Vegas' numerous other diversions.
