Warner Brothers decided during the scripting process that the only story line they wanted to do involved Chinese immigrants in some way. Several writers worked out of this basic outline, with Channing Gibson earning the assignment; the story elements involving the Triads and corrupt officials were added in once the film was green-lit.

Goofs
During the foot chase in China Town, the bad guy runs through the alley and after being blocked by Murtaugh on a bicycle at the end he turns to run up a fire escape. It is obviously a stunt man that is giving chase instead of Riggs. You can clearly see the stunt man look up the fire escape and chase him across the rooftops.

During Riggs' and Murtaugh's chase on the freeway the window on Murtaugh's side of the car is alternately closed (in most long shots) or open (in close-ups).

When the Chinese truck is rammed by the second train, two cameras are clearly visible on the ground to the right of the train: black cloth-wrapped boxes with circular glass faces, mounted at 45-degree angles toward the vehicle, with stage lights behind them.

What are the differences between the British BBFC 15 Version and the Uncut Version?
A
The British BBFC 15 versions of this movie are heavily censored. Especially the fighting sequenes were trimmed extremely and nearly 90 seconds are missing and 33 scenes were altered. A detailed comparison between both versions with pictures can be found here.

Do Sergeant's Martin Riggs and Roger Murtaugh Retire?
A
No. Even though they faced the toughest enemy they ever encountered and became badly wounded directly after, at the end of the movie, they continued their work on the police force.

Why does Riggs have short hair in this installment?
A
The most obvious reason could be that it was to show that Riggs was getting older. Also this film was known to have been fast-tracked from pre-production to final release: filming began in January 1998 for a summer 1998 release and so it could be that Mel Gibson just didn't have time to grow his hair back. Also, in Lethal Weapon 3 everyone was ragging on him to get a haircut as it was the 90's. So it's likely he just finally caved and decided to get with the times.
