Though the name of the character "Wilson" (who busts Prof. Barnes) is listed in the end credits, nobody ever calls him by his name.

Goofs
Barnes says that Casinos will do anything to distract a player including sending over free booze. While this is true in the United States, the movie is set in Canada, and Canadian casinos are not permitted to "give" free alcohol. Soft drinks and coffee only.

When George eats a hamburger in his hotel room you can hear the camera operator's footsteps as he walks backwards holding the camera.

During the scene in the high-stakes private club when the dealer is caught skimming cards from the deck, the Chinese man speaks to George first in Mandarin. In the elevator the Chinese man reveals he can speak English and that George had told him to "speak nonsense with conviction." George did not address the tuna salesman first.

Q
Is this movie at all related to the movie 21?
A
Both "The Last Casino" and "21" are based on the book "Bringing Down the House" written by Ben Mezrich in 2002. In 2003 the book was optioned for a movie by Kevin Spacey. The producers of "The Last Casino" made their version of "Bringing Down the House" in 2004 and the movie went straight to TV in Canada. While this was happening the Ben Mezrich/Kevin Spacey authorized project for the movie version of the book was held up in studio red-tape until 2006, the movie was finally filmed in 2007 and release in 2008. The producers of "21" did not copy "The Last Casino", both simply took their idea from "Bringing Down the House".
