Some changes to the show's premise were made between the first 'Six Million Dollar Man' TV movie and the sequel. In the first film, Austin is described in dialogue as being a civilian, but in this film this is changed to him being an Air Force colonel (and dialogue confirms this version of the character was a colonel at the time he walked on the moon). As noted above, Oliver Spencer is replaced by Oscar Goldman (a character from the original Cyborg novels) and a new actor plays Rudy Wells. In addition, the organization Austin works for is now the OSI, not the OSO.

First appearance of Richard Anderson as Oscar Goldman. Despite being featured in the original "Cyborg" novel, the character had been replaced with one named Oliver Spencer in the first SMDM TV movie. Also, first appearance of Alan Oppenheimer as Rudy Wells, replacing Martin Balsam.

Goofs
During Austin's escape from the exploding boat at the start of the film, footage of the pursuing boats changes from day to night in-between shots several times.

A blue helicopter is shown bringing Donner to the sub, yet in the subsequent shots of him being airdropped, the helicopter is black and of much different configuration.

In part 1, when a helicopter is coming to the submarine to pick up Steve after he is injured, one shot shows a black helicopter with no wheels while most of the shots show a light blue one with wheels.
