After the success of The Wild Geese (1978) novelist Daniel Carney was asked by producer Euan Lloyd to write a sequel. Carney originally refused has he could not think up a storyline until producer Euan Lloyd gave him one, this film's high-concept: the kidnap of Rudolph Hess from Spandau Prison.

Who was Rudolf Hess?
A
Rudolf Hess was the most senior Nazi to survive World War 2. He was a close confidant of Hitler who on his own initiative flew to the UK during the war to try to arrange a peace deal between Nazi Germany and the British Empire. After the war he was kept imprisoned in Spandau prison in Berlin for the rest of his life, his incarceration shared between the occupying powers, Britain, the US, France and the USSR. He would eventually die in custody of natural causes.
